Customer SMS follows consent
Customer appointment texts are sent when smsConsent is true and the customer has a phone number. That includes locations whose customerNotificationType is EMAIL. Customer email still follows the location notification type.
disableEmailNotifications still suppresses only email. disableSmsNotifications still suppresses SMS. A reminder retries only the channels that failed, so a successful text is not sent again when email fails. After 3 failed attempts the reminder is marked sent and stops. Cancellation, confirmation, and other notification types still send every channel.
